Pilot Service In The Port of Bangkok
|
In order to maintain efficiency and navigational safety
in the Port of Bangkok, the Harbour Department hereby
prescribe regulations for practice and control of vessels
requesting governmental pilotage service in the Port of
Bangkok as follows

1.
THIS REGULATION SHALL BE CALLED:-
The
Harbour Department Regulations, Stipulations, Measures
and Controls on Requesting Governmental Pilotage Service
in the Port of Bangkok B.E. 2530 (1987).
2.
THE REGULATION SHALL COME INTO FORCE
on 16 April, B.E. 2530 (1987).
3.
ANY REGULATIONS, NOTICES, ORDERS AND RULES THAT CONTRADICT
THIS REGULATION SHALL BE REPEALED.
4.
THE DIRECTOR, PILOT DIVISION, WITH THE AGREEMENT
OF THE DIRECTOR GENERAL, HARBOUR DEPARTMENT,
shall have the authority to issue additional regulations,
practices or measures for pilotage, in order for the pilotage
service to be maintained efficient, safe and suitable
in any circumstances. This shall be in accordance with the scope of practice advised
by the International Maritime Pilotage Association (IMPA).

5.
REGULATIONS FOR ORDINARY VESSELS
5.1 Ordinary Vessels should not exceed LOA of 565 feet
(172.21 metres) and Beam approximately 82 feet (25.0 metres).
5.2 The permissible maximum length of vessel to
berth at any wharf shall be in accordance with the Harbour
Department announcement for such wharf.
5.3 The maximum length of vessels mooring at the Port
authority of Thailand (PAT) buoys south of the Rama IV
Bridge at Sathupradit midstream area, shall not exceed
450 feet (137.16 metres).
Vessels of length exceeding 350 feet (106.68 metres)
departing from Buoy No. 2 or other Buoys to the north
of Buoy No.2, are required to depart against the tide
or at slack-water only.
5.4 The maximum length of vessels to anchor at Sathupradit
midstream area north of the Rama IV Bridge, shall not
exceed 350 feet (106.68 metres). Vessels shall anchor in the area between
PAT Buoy No. 6 and south of Wharf No. 29A. No more
than three (3) vessels may anchor in this area at
one time. Vessels anchoring or weighing anchor (entering or leaving)
in this anchorage shall do so against the tide.
5.5 The maximum length of vessels anchoring in
the midstream area at Paknam Samut Prakarn Province, between
Light-Buoys No.34, No. 35 and No. 36, shall not exceed
300 feet (91.46 metres)LOA.The draft of such vessels shall
not exceed 14 feet (4.26metres).
5.6 Anchorage at Bangplakot, Samut Prakarn Province midstream
area will be allowed only as follows:

5.6.1
For vessels which have to discharge dangerous goods or
explosives. Such vessels are required to leave the
Bangplakot area immediately upon completion of the discharge
operation.
5.6.2 For vessels which need temporary anchorage in cases
of emergency. Such vessels are required to leave the
Bangplakot area immediately the emergency is ended. |

5.7 Vessels permitted to pass beneath Krungthep Bridge
are restricted to the following dimensions

5.7.1 Vessels of maximum 280 feet (85.34 metres) LOA,
and 17 feet (5.18 metres) draft when loaded with cargo.
5.7.2 Vessels of maximum 330 feet (100.58 metres) LOA,
and to be without cargo, for the purpose of entering and
departing for repairs in drydock at Bangkok Dockyard Limited.

NOTE: The Harbour Department shall specify time
and tide for vessels to pass beneath Krungthep Bridge. Passage shall be only against the tide
or at slack-water, and only during the hours of daylight.

5.8 Schedule for vessels crossing Bangkok Bar both
inbound and out-bound, and for shifting of vessels from
berth to berth.

5.8.1 Port of Bangkok, Zone 1 |
| |
|
|
(A) Inbound vessels shall proceed from the Bangkok Bar
Pilot Station between 03.00 and 14.00 hours.
(B) For Outbound vessels to cross Bangkok Bar from area
north of Rama IV Bridge at Sathupradit, pilotage service
will be provided during daylight hours only.
C)
For vessels departing from Buoy No. 2 or other buoys
on the north as
well as vessels departing from wharf No. 32 or other
wharf on the north up to Rama IV Bridge Suthupradit.If
vessels require to turn, pilotage service will be provided
during hours of daylight only.

5.8.2 Port of Bangkok, Zone 2 |

(A) For inbound and outbound vessels to cross the Bangkok
Bar, pilotage service will be provided 24 hours except
for vessels to berth beyond wharf No. 21C upward.
If a vessel requires
to turn, such vessel shall enter at the Bangkok Bar
Pilot Station between 04.00 and
15.00 hours. In
the case of an outbound vessel requiring to turn, such
vessel shall depart only during the hours of daylight.
(B) For a vessel to be shifted and to berth at Wharf
No. 21C and above, if such vessel requires to turn,
it shall reach the anchorage before 18.00 hours. In the case of shifting out, if a vessel
requires to turn, it can only be shifted during daylight
hours.

5.8.3 Port of Bangkok, Zone 3 |

|
(A) For both inbound and out-bound vessels to cross
Bangkok Bar, pilotage service will be available during
24 hours, with
the exception of pilotage for vessels intending to moor
at the midstream dolphins at Bang Hua Sue, which shall
enter from Bangkok Bar Pilot Station between 05.00
and 15.00 hours.
(B) Vessels to be shifted to moor at the midstream dolphins
at Bang Hua Sue
shall arrange to be moored prior to 18.00 hours.

5.8.4 Schedule for Vessels to be Shifted in Zones
1, 2 and 3 |
Vessels
may be shifted during the period from 06.00 to 18.00 hours,
except in case of necessity for cargo discharge or to
shift to permit another vessel to moor, or other urgent
requirement, which the Pilot Division shall consider on
a case-by-case basis.
But if
shifting is to occur within either Zone 1 or Zone 2, or
between Zone 1 and Zone 2, pilotage for shifting will
be provided from 07.00 onward.

5.9 In the case that the Senior Harbour-master is required
to conduct as stated in the announcement of the Harbour
Department,it shall be practiced in accordance with the
agreement made with the Harbour Department. |
