10. APPLICATIONS FOR PILOTAGE SERVICE
Each
application for pilotage service shall be submitted
in writing, together with detailed information
as prescribed in Section 10.4 of this Regulation,
and be signed by the shipÕs owner, or master,
or authorised shipÕs agent. In case of necessity
it is permitted for the information to be provided
by telephone or radio, but the completed application
shall follow later.
Conditions and times of applications for pilotage
service are stipulated below.

10.1
ORDINARY VESSELS
Ordinary vessels shall inform the Pilot Division
as follows.
10.1.1 If requiring to cross Bangkok Bar before
15.00 hours of any day, a vessel shall
inform the Pilot Service before 11.00 hours
the previous day.
10.1.2 If requiring to cross Bangkok Bar from
16.00 hours of any day, a vessel shall inform
the Pilot Service before 11.00 hours that
day.
10.1.3 If requiring to pass Bangkok Bar outbound
or shifting ship before 13.00 of any day,
a vessel shall inform the Pilot Division
before 11.00 the previous day.
10.1.4 If requiring to pass Bangkok Bar outbound
or shifting berth commencing from 14.00 of
any day, a vessel shall inform the Pilot Division
before 11.00 hours that day.
10.2 SUPER VESSELS
Super vessels shall inform the Pilot Division
as follows
10.2.1 Application for Pilotage Applications
for Super Vessels to enter the Port of Bangkok
shall be submitted to the Pilotage Service
in writing at least 7 days before a vessel
will arrive at Bangkok Bar Pilot Station.
The Pilot Division shall consider both necessity
and reason, and forward their decision to
the Harbour Department for approval
10.2.2 Confirmation of Pilotage Schedule Schedule
for the crossing of Bangkok Bar by a Super
Vessel shall be confirmed to the Pilot Division
2 days prior to the arrival of the vessel
in order that the Pilot Division may assign
a suitably competent and experienced pilot
to perform the pilotage, as a special
case.
10.2.3 Conformity with Regulations Regulations
prescribed in Section 10.1 shall apply
to the confirmed schedule of vessels crossing
Bangkok Bar.
10.2.4 Overlapping Private Wharfs Where a
vessel is to berth at a private wharf, and
the length of a vessel overlaps other wharf
space, evidence is required of agreement of
agreement to the berthing by the owner of
the overlapped wharf. The wharf shall
be arranged in accordance with Harbour Department
Notice No. 88/2515,dated 19 June, B.E. 2515
(1972).
10.2.5 Customs and Immigation Inbound vessels
bound for arivate wharfs shall arrange for
the special permission of Customs and
Immigration Departments for the vessel to
clear inward at Paknam Customs Office.
10.2.6 Size, Agenda Classification
Each vessel shall have evidence that it is
a modern vessel and the age of the vessel
is not more than approximately 10 years, having
evidence of classification of grade 100 A1at
LloydÕs Rdgister of Shipping, or evidence
provided by any other institution equivalent
to LloydÕs Register of Shipping.
10.2.7 Restricted Movement
Each
vessel shall be allowed to enter into the
Port of Bangkok, Zone No. 3, not above Dolphins
No. 8 and No.9 at Bang Hua Sue.
10.2.8
Tugboat Assistance
Each
vessel shall arrange for a PAT tugboat (of
not less than 1500 HP) to assist when the
vessel is in the channel and 2 PAT tug boats
(of not less than 1500 HP each,or more if
the Pilot Division deems necessary) to assist
berthing at the wharf or PAT Dolphin.

NOTE:
The conditions specified in Section 10.2 shall
not apply to vessels of lines regularly using
the Port of Bangkok and which have been permanently
authorised by the Harbour Department

10.3 TIME OF MOVEMENT AND SHIFTING
It should be noted that in order to maintain
navigational safety, the Pilot Division reserves
the right to fix the time for pilotage of
inbound, outbound and shifting vessels.
In
the case where an applicant for pilotage is
unable to submit an application for pilotage
within the stipulated time prescribed
above, or fails to inform the Official Pilot
or Pilot Division in advance of a change in
schedule, the Harbour Department shall
not be responsible for any delay to a vessel
due to the delay in arranging for a
pilot. |

10.4 APPLICATIONS FOR PILOTAGE
The following particulars of vessels are required
to be entered in applications for pilotage
service for the Port of Bangkok. |

10.4.1 Name of vessel, call sign, nationality
and year built.
10.4.2 Classification and type of vessel.
10.4.3
Manoeuvring speed and sea speed.
10.4.4
Gross, nett and deadweight tonnage.
10.4.5
LOA, LBP, beam and draft fore and aft.
10.4.6
Schedule of arrival at the Pilot Station and
time to cross Bangkok Bar.
10.4.7
Required wharf or anchorage area for berthing.
10.4.8
Name of shiphusband or managing owner while
the vessel is at the Port of Bangkok.
10.4.9
Name of insurance company or P & I club representative
in Thailand.
10.4.10
Name of vesselÕs agent or shipownerÕs representative
10.4.11 Name of person directly responsible
for vessel at vesselÕs agent, to cooperate
with Pilot Division for vessel operation inbound
and out-bound at the Bangkok Bar,and shifting
the vessel in port.

11. COMPULSORY PILOTAGE
Shipping
agents, shipowners and masters of vessels requesting
pilotage services are advised that pilotage is
compulsory in the territorial waters and port
limits of the Kingdom of Thailand. The Law of
the Kingdom of Thailand and Maritime Law does
not provide authority to the pilot over the master
in command of a vessel. Therefore the master of
a vessel shall be careful to exercise due caution
in the exercise of his command, to ensure navigational
safety.
The
Director of the Pilot Division shall enforce these
regulations.

ORDINARY VESSEL Ð Vessel of LOA not exceeding
565 feet (172.21 metres) and beam not exceeding
